Since 2004, R.T. has specialized in Public Finance throughout the Mid-Atlantic / Southeast Region assisting governmental entities with a myriad of undertakings, including, but not limited to the following:

• Conducting and presenting comprehensive financial reviews for governmental leaders, so that they have the necessary information to implement strategic and sustainable decisions to ensure future fiscal health;

• Creating analyses, pro formas, and multi-year financial modeling, which provide for appropriate evaluation and proactive identification of adjustments to budgeting practices for operations and capital planning;

• Establishing and enhancing financial policies, which set guidelines/parameters for governmental entities to manage themselves according to “Best Practices” and with the Credit Markets in mind;

• Interacting with Federal, State and Other Potential Creditors, including the National Rating Agencies;

• Assessing and evaluating a wide array of tax-exempt/taxable projects, including, but not limited to: general governmental, utility, economic development, etc.; and

• Developing strategies for debt issuance and execution for various credit structures ranging from AAA down, including financially stressed entities.

As a Managing Director for Crews & Associates, Inc., he serves the capital markets in North Carolina, Virginia, and Tennessee.

R.T. attended Hampden-Sydney College and received his B.S. in Accounting from Virginia Commonwealth University in Richmond, Virginia. He began his professional career as an auditor with Ernst & Young in 1999, analyzing the financials of numerous clients throughout various industries and a broad range of sizes/sophistication, including, but not limited to, Fortune 500 client engagements.
